The foundation was organized in 1989 as a way to honor and memorialize the contributions to Insurance Regulation of the well respected Deputy Director of the Illinois Insurance Department, Ken Smith.
A group of present and former insurance commissioners and industry leaders concluded that an annual school for insurance regulators involved with solvency regulation would be the Foundation's mission.

Attendees are able to learn more about the Foundation's work in providing the world's only university-based educational program.
An Annual Golf Outing is held in August which helps to defray costs of the educational program. This all day event includes lunch and an 18 hole scramble followed by dinner and brief program.
